Hemp: Jurisdiction should move to USDA

Letter to the Department of Agriculture sent today:

Currently the DEA has jurisdiction over Hemp.  Hemp is not a drug.  Nor is it possible or practical to grow both varieties in the same fields (pollination would make the indica/drug variety worthless). What executive steps could be taken to have Hemp be under your jurisdiction so farmers could grow it domestically.

An example is the FDA now has jurisdiction over Tobacco.

Important Specific Question:

Can such steps be taken without Presidential authorization.  Can your department request to take over the enforcement of it from the DEA directly.  The DEA is currently stretched thin dealing with real drug problems and would probably welcome having one less criminal enforcement on its radar.

Please give me the name/contact information of the official who is in charge of this type of decision.

USDA, first response:

Thank you for your message.  I do not find on the USDA website the
information that you request.  There is no effort underway at USDA for
the changes that you mention.  The authority for change would have to
come from Congress.

SUMMARY

The first misinformation from the government:  Congress does not have to authorize this.

What we need is the cover of magazines like Time/Newsweek to do an article that the DEA should not overseeing an agriculture product:  EDUCATE THE IGNORANT In the meantime maybe we could start with industry magazines to get the buzz out.

One issue to keep in mind is currently the timber industry gets a very large subsidy from the USDA, thus we would see a huge lobbying campaign against hemp.  So it would be important to work WITH the timber industry as opposed to fighting them.

One idea I have is to replant Hemp in areas where timber is cut, and turn timber companies into timber/hemp companies (with USDA subsidies).  Eventually they’d see hemp making most of their money and BLOOM, hemp is in, tree cutting out.

Questions to you:

1.  How could we work with the timber lobby to get hemp legal again?

2. What magazines could we begin to pressure/persuade to write articles about Hemp?

3. What other factors within Industry are keeping Hemp illegal?
